In reply to your Confidential Circular Despatch of the 14th. of January last, I have the honour to transmit the enclosed return relative to Alien Missionaries in Hongkong furnished by the Police Department.

Reference to my Confidential Despatch of

the 4th. February, 1915, will explain the continued presence

in the Colony of the 8 Germm ladies shown in (1) of the Return. One lady has left the Colony for China to get married.

With regard to the answer to paragraph 3

of your Despatch, I desire, to avoid any possible misunder- -standing, to draw attention to my Secret Despatch of the 11th. of February, 1915. There is no doubt in my mind that Mr. Bitzer's only offence was the use of a long established system of couriers to places which the Chinese Post does not reach.
